He is the "Monsters Inc" truck, one of the trucks resting at the truck stop as Leroy Traffik exits (the minivan with the mattress on top).  It was the scene early in the movie when Mack is driving cross-country, and wanted to pull over to rest.  Lightning told him to keep going, and the rest is history.

"Chet is known as "the two-legger" because he breaks every trucking run right down the middle. Today, after a three day run from Seattle, he'll take a twenty minute catnap, and then it's on to another three straight through to Orlando. Chet stays alert by reciting the state capitals frontward and backwards and belting out "99 bottles of brake fluid," sometimes expanding the tune to eight hundred or so bottles." Laugh
