It's been seen on eBay…people are unsure if it's a custom. (It hasn't yet been spotted in Cars 2.) Why would you have a human-scale and width surfboard in a Cars World?

I thought i seen him in cars 2 at flo's at the end, or mabee in the air mater short. i don't remember seeing a surfboard though.

That was a green truck with the similar wooden trailer, I believe. I remember seeing that. He was in the Radiator Springs race. There he is! (click on it to zoom in)

When PirateDad had his write your own Toons contest on this site, I made a list of titles for my entries, but one that I didn't use was "Beach Blanket Mater". This surfer dude truck would be a natural for something like that!

yea i seen him on ebay to. they dont really name him just disney cars red truck or surfer truck… its cute! but idk were he is from maybe a character in the background somewhere. =)
