It's a Final Lap package with a lenticular windshield sitting outside the border. I can't tell if there are painted eyes underneath or a hollow opening. There were TWO of these on the pegs at the same time, I couldn't believe it when I found them.

Sweet errors, John and Mike. I have never once found an error myself (well, not counting card errors), and I look for them all the time, especially since these days of Maybe I just don't have the right eye for it.
