Would have to say Final Laps because they were Target exclusives. Although a couple of cases were available in the UK. All the other lines you mentioned were available at many stores.

Yeah I was thinking that too. Desert series is only rare because they are the oldest and most went to kids who had just seen the movie.

I bet Final Laps are the most rare, with Desert Art a very close second. I'd love to see a show of hands on who actually was collecting back in April-August 2006. Not many. A lot of people though were collecting during the Final Laps, and even though production runs were pretty low, the e-Bayers/non-T5'ers may have gotten there first. Supercharged then would have to be the third rarest, then WOC, then Race O Rama. Anything with the words "LOOK! My Eyes Change!" is barely rare at all, unless it's from Case Z (Artie/ Luigi and Guido w/ Bucket and Rollers) or a Chase. Technically anything Target is rare since they never really got a grip on how little/much to release of something, like Final Lap or especially Storytellers.

I seem to recall Race-O-Rama having a short production run, but I would have to say that after Final Laps, Desert Arts would be second only because there were only 16 singles, 4 Movie Moments, 0 Mega Size, and 0 Haulers. Supercharged and WOC had numerous characters. But now that I think of it, Look 1.0 had a short run with few characters, but were distributed to more retailers than Final Lap.
So this would be my final list:
1) Final Laps
2) Desert Art
3) Look 1.0
4) Race-O-Rama
5) Supercharged
6) Look 2.0
7) World of Cars

Lol, I completely agree with you John in Mo, I forgot that the post was on Production runs and I began rambling off in my post on rarity, which kinda means the same thing, but not really.
