He is the only “new” 2015 Toon single.
He’s pretty much a repaint of “Big Fan.”
Bucky is most likely this guy – though it was cheaper to keep the flag on the right – after all, it’s easy to claim Bucky is one of te 75,000 “fans” in the stands.
John H. also assembled all his Mater the Greater CARS.
Very luggy and nutty.

I would say he’s likely not “that guy” since that guy is a four-door and Bucky is a coupe?
And if you really study the short frame-by-frame, this car changes his wheels in a later scene.
Great catch! The screenshot above is during the slow motion scene as Mater the Greater hits the ramp. But when we see him both before and after this scene, his wheels are more like Sally’s.
