There is definitely a Carbon Racer 4-pack, the Carbon Speed 4-Pack which as of right now seems to feature an exclusive Rip Clutchgoneski not available as a single.
This is the international box version.
The singles are here. People are reporting that the singles are showing up at Target. If you prefer the singles delivered to your door, Amazon has them for a couple bucks more.
The other three in the box set are available as singles – so the count for the Carbon Racers is 7 so far.

I want the Rip because Mattel finally correctly colored him orange instead of yellow. Otherwise tired of these off shoot lines that never get finished like the ill fated Neon line. Making another exclusive in a 4 pack is a mistake again, like the languishing Francesco exclusive Ice Racer 4 pack. People have gotten smarter and are passing on these.
