Good grief. Now, who could possibly stand at the Customer Sevice counter all nonchalantly and attempt that store return? Not me!
Those packages lend themselves to that kind of trickery because the art is uniform for all characters. Anyone trying to do a swap doesn’t even have to look for any kind of similarity in their diecast substitute.
And, really, what did they save? Fifteen bucks. Jerks. Someone is going to bring those home as a birthday gift for their nephew and make him cry.

I’ve never seen that, John but our WMs regularly have LEGOS sets opened for the minifigs and then deftly placed behind other sets.
The only thing worse are the people who take out the Cars in the store and leave the cardback and plastic blister tossed on the shelf.
