I think Josh Coolant is scaled to fit in the Mattel series of CARS characters.
Josh Coolant definitely seems undersized for the 1:43 Disney store series (where this one came from).
Josh Coolant was only available in a box set in the US at the Disney Store but a 2-pack of him (with Sarge) is available at JC Penney.com.

I cleared out most of the Josh Coolants in the JCPs near me for the local collectors I trade with.
They had a good sale of $7.99 for the 2 packs about a month ago. Hopefully it will happen again. Both JCPs near me are filled with the 2 packs.
