Bravo as a single (for now) is only included in 2 of the first 4 cases available to retailers (some case assortments might be an exclusive) … since this is from TRU, perhaps WM is the other retailer?

I picked up a Bravo today at Kmart in KY. On the back of the card it shows planes that were not on the case lists. It shows the following singles: Dusty Crophopper, Bravo, Bulldog, Chug and Zed
Hit all the Targets and Toys R Us and no Bravo here in Louisville.
Located mine at Target as well…

I have read somewhere that Bravo was also found at Target.
I picked up a couple at Target in RI. There was one in each of the two Targets that I visited, so assume Target was stocking Case L.
